Yes, you are right. In retrospect, (I voted for shop=), retail= might have been better as the term covers more than just places that sell physical objects.  However, voting has ended and as one respondent has noted, shop is easy to understand(?), it translates directly in most languages.  I'm certainly tagging things like shop=carwash, I think it is easier both for data entry and searching to have one broad tag than trying to split things into shop= and service=.
