I don't know that there are any concrete dimensions or road markings
that make sense everywhere. Around here (US), the dimensions vary
wildly. Typically two lanes plus an additional parking lane on either
side. In urban areas, they tend to be unmarked, while rural ones more
often have markings.
I tend to take the surrounding roads into account as well, i.e. it
doesn't make sense for an entire grid or network of streets to all be
tertiary: some of them will be clearly more significant than others,
even though they may all have lines and be very wide.
