[OSM-talk] Changes to Coastline

In my are of the world (SE Australia), the coastline outline includes parts of some local creeks, but does not do them very well. I need to either adjust part of the coastline, or remove it and replace it with a waterway. 

However, the coastline is not downloaded by JOSM and does not appear in Potlatch. How do I edit the coastline?
