Well one should take note who this comes from, the guy(s) responsible
for the servers or someone who's just another member of OSM. Maybe with
enough coding experience, but no apparent interest to fix it. And why
should he care?
This Project works, maybe more than many other projects on a "if it
doesn't work for you, fix it yourself" basis. This of course doesn't go
well with the general windows feel of "we don't let you fix it, we fix
it for you -- eventually".

Just pick a part of the project you want to work better in windows,
contact the original dev wether someone is working on it, ask on the dev
list, too and then just do it, would be my advice.
