Yes, indeed. I've taken the alternative that traffic_signals just means traffic signals of any kind.  Australian street gazeteers use this approach and it makes motorist navigation very easy, just count the lights and only then look for a specific street name. And as a pedestrian, it is usually safe to assume that if there are traffic signals shown and no junction, then there is a safe place to cross.
