There's some figures here based on actual experience:

Obviously there's some of variance depending on population density, but I'd
say that 2 hours (combined surveying and editing time) per 1,000 population
is a good working figure.
For the UK (pop. 66m) it will require about 16.5 man/years or about 330
volunteers, contributing 1 day per week, for 1 year.
Given the current level of activity, and rate of growth, the whole project
seems to be almost feasible ;)
