mkGmap http://wiki.openstreetmap.org/index.php/Mkgmap is a Free java app
that produces Garmin maps directly from .osm files.

I have a slightly (six month) out of date map of the UK running on my
Garmin Legend Cx

cGPSMapper supposedly can convert OSM files into Garmin .img files.
Unfortunately it is not free software and on a quick glance I didn't
see a reference to OSM on their website.
