fwiw, In my mind I think of this is follows:

amenity=camp

access=private | public

restrictions=yes | no

proprietor=Cub Scouts | Girl Scouts | US Forest Service | ...
or
denomination=Latter Day Saints | Greek Orthodox | ...

Is the denomination tag sufficient to imply religious?
