Perhaps none. I was thinking that it could be public with
restrictions, but I think that the "operator" tag may suffice there.

On the other hand, there could be seasonal restrictions in the case of
a park that is only open 9 months of the year (like the north rim of
the Grand Canyon). I'm going to look at the discussion of seasonal
roads before I make a suggestion here.
