There is currently no good way to do this.  highway=footway,
bicycle=yes, is the closest approximation.  You can also play with
making multiple ways consisting of some of the same segments so that you
can tag each with the appropriate names (It's difficult but possible in
JOSM: middle-click and hold on a segment, press and hold Ctrl on a
segment, drag mouse over popup to select the segment, click the "way"
tool.)  This is necessary where a named bike route is part of a road.
i.e. Foo Cycle Trail, Bar Road.  I've been working on similar things (in
the US where most such paths are mixed-use).

IMO JOSM could make the creation of multiple ways easier by allowing
multiple clicks to cycle through any of various clicked-on ways and
segments.  That is, if you have a segment that is part of multiple ways,
clicking on it would select each way and the segment, in turn.
