I just see a need to distinguish "bike paths that may be hiked on" from
"hiking trails that may be biked on". highway=cycleway, foot=yes
implies the former, while highway=footway, bicycle=yes is the latter.
I assumed from the name of one of the example paths ("The Avon Walkway")
that the latter was the case here. When I'm tagging I tend to use
either depending on whether the route "seems" more like a hiking trail
or a bike path.

I agree that this would be helpful, though many of these don't exactly
name names. Another useful thing would be to document the "default"
access restrictions of each, i.e. "motorway means motor*=yes; cycleway
means bicycle=yes,foot=yes; bridleway means
horse=yes,foot=yes[,bike=yes?]; footway means foot=yes" so that it's
known when it's necessary to add additional restrictions (allowances,
really).

Agreed, "how do I tag a/an [xxx]" is a more helpful question to answer.
