I guess in a global perspective you are right.  In general the gauge
of a railway has nothing to do with its status as a tourist
attraction.  This connection maybe only exists in Germany or even only
in parts of it.  At least I am used to something like "Hey, there is a
narrow gauge railway.  Let's go there and have a ride."

As for tagging I agree with Andy.  They all should be railway=rail.
And then there should be some classification similar to roads.
