Unless, of course, a wholly different data model is adopted before we  
get to removing segments (something that I'd prefer but have lost  
hope in).

Your other suggestion, of disallowing the tagging of segments in JOSM  
(or at least putting up large flashing warning signs), sounds good to  
me.
