I think a tool would be useful that allows to create ways in a similar
fashion to Potlatch: create nodes, segments and ways on the fly at the
same time; use existing nodes when the user clicks on one.

The "Add node and connect it to the selected node" tool is already
close.  It already can extend existing ways if one selects the end
node of an existing way that is not used by other segments.  Otherwise
it creates segments.  If it would automatically highlight the new
segments one could quickly turn them into a way.  And if it could
incorporate existing nodes I wouldn't need to switch tools that often.
