Unless it's changed recently, the 'Map Features' restrictions tags are not
sufficient to tag restrictions in enough detail to accurately reflect many
real world restrictions... It's something that will be complex to get right,
and it's unlikely to be a simple solution... So, we should probably start by
detailing some real world restrictions that we will need to document so that
we can discuss and devise a solution...

So your first example is 30km/h between 6am and 10pm, what is the speed
limit outside this time? Is this 7 days a week?

I'll lend the following example...
Normal speed limit 60km/h, next 130m is reduced to 30km/h, Monday to Friday,
between the hours of 07:00 and 09:00, 11:00 and 14:00 also 16:00 and
19:00...

Also, have similar examples referring to left turn across traffic rather
than speed...
