The problem with this is that if something or someone sees
highway=cycleway, they might try to send an ordinary cyclist along it.
highway=cycleway implies that a normal person can cycle it on a normal
bike to me.

In my opinion, in general, if an end user sees only one tag, it
shouldn't lead them to believe that something is possible (or safe) when
it isn't. See the various news articles about trucks getting stuck in
narrow lanes after following sat-nav directed short cuts.
