I am against using trac for this. Trac is well suitable when you have
"atomic" things that are well defined, and can conceivably be ticked
off as "done" within a short timeframe. (Ideally, trac tickets should
also have an owner - someone who is expected to deal with the problem.)

The developer page does not contain any tasks that anyone expect the
person having written it can understand.
The wiki improvements page starts with: "This is a list of the
improvements Rickm and Dee are planning on making to the wiki."
Similar problems exist with "various other places that suggestions
hide in on the wiki". Most of them are of a personal nature, e.g. OJW
detailing on some tiles at home page what he intends to do, but these
are by no means a good entry point for a new developer to crash into
- firstly they cannot be understood without the right background,
which often is *not* on the wiki, and secondly they're often not of
"help wanted" but of "I (personally) might do this if I have time"
character.
What I have in mind is a comprehensive page that tells people where
they could help, what skills they would probably require, and whom
they should talk to if they want to do it. Something that is perhaps
less aimed at those of is who are already working on all sorts of
things. Something definitely out of scope for trac. Something with
broader issues (Steve Chilton - your issue with node highlighting in
JOSM is a concrete thing which you should put in the JOSM trac if it
isn't already there; the other one about saving the window contents
is probably one of the bigger issues that might fit on a page like
the one I envisaged.)
I'll just make such a page and then we'll see.
