Yes, very much so. It conveys to the new-to-osm-would-be programmer  
that there are actual tasks that are really still open (as opposed to  
"may have been interesting half a year ago when the page was created  
but meanwhile nobody needs them anymore"), suitable for people like  
him (as opposed to "suitable only for insiders with the big picture")  
and waiting for him to work on. And more, it looks as if you can  
really "sign up" for something there.

(I note they *do* run trac behind all this even for the complex  
things. Hm.)
