In my opinion, if it ever occurs that a segment uses a deleted node
then the fix is simply to undelete the node. JOSM should simply ignore
the server's stated visibility, since it's obviously wrong. If the
segment shouldn't be there, it'll get deleted in due course. I
disagree that the segment should be deleted offhand...
Consider, two people editing the same area and person A deletes some
nodes that person B made some segments with. These segments should not
be deleted, since the person creating them expects them to be there.
