Maybe a misunderstanding here. JOSM does not delete anything, it just 
fails to read such segments from the server stream.

In addition, JOSM is until now completely ignorant of the "visibility" 
attribute; whether or not something is visible doesn't have an effect of 
JOSM's handling of the situation.

So:

1. A segment referencing one or two deleted nodes, but the nodes are 
sent by the API with "visible=false": displays in JOSM as usual.
2. A segment referencing one or two deleted nodes that are not sent by 
the API: is not shown in JOSM (and any way referencing such a segment 
would be tagged incomplete)
