Currently, any place on earth that has no OSM data, and was not  
rendered in the last 7 days or so will be shown as water. Requesting  
a re-render is a remedy for individual tiles. If it is a large area,  
I can also temporarily fix it by uploading empty tiles, however this  
puts some strain on the server and is time-consuming. Ideally, empty  
land tile information should be imported into the database directly  
but people in charge are so far unresponsive.
