Well, another (and in my eyes the right) way is to add menu entries for 
all those features (e.g. "View/Zoom in" or "View/Zoom +" here) and put 
the keyboard shortcuts in them - at least any other program I know do it 
this way ;-)

That has another big advantage: Browsing the menu gives you a good idea 
which features *are* available. Currently, JOSM has features that you'll 
need to know that they are available ...

At least that's what the human interface guidelines I've read suggest.

The drawback putting it into help is that a lot of programs don't 
provide such help so the user won't expect it and won't search for it. 
I'm not voting against having such a shortcut list, but this should be 
the "second source".
