In cases where you move the viewport with the mouse, like in JOSM, would 
you really advocate a menu "View" with the items "Pan Left - Ctrl-Left, 
Pan Right - Ctrl-Right, Pan Up - Ctrl-Up, Pan Down - Ctr-Down"? We can 
do that but wouldn't that unnecessarily clutter the menus? I'd hate to 
one day have to resort to the Microsoft idea of only showing the most 
heavily used entries in each menu because there are so many ;-)
