Well, after sleeping a night over it, I recognize that my proposal is 
very specific, where it doesn't need to be.

A better proposal might be:

landuse=industrial
type=wastewater_plant (or simply type=water_treatment_plant? Which then 
could serve for both waste and fresh water and even combined plants)

I just don't know if we need different values for the different water 
treatment thingies - comments / ideas for tags?

I didn't thought about that, but IMHO yes, we really need different tags 
for this, as it's a completely different thing.

A camper needs access to such supply points, while treatment plants will 
often even not be accessible.

As a none native speaker: what is grey and black water (dict.leo.org 
doesn't know it)?
