I've just set up a wiki for gpsbabel (wiki.gpsbabel.org).

I've listed 'Contribute to OSM' in the nascent 'Things to do' section:

I'd be grateful if someone could either make that point at a suitable  
existing 'how to get involved' page or dive in and edit a page  
that'll encourage people to volunteer.
