Negative means "not uploaded yet".
Positive means "uploaded".

The positive id is set by the server when it writes it to the database.

An upload happens when you finish an edit on a way - generally when  
you deselect it (i.e. the yellow highlight disappears).

No, that's a bug with Potlatch not saving data in the database quite  
correctly. The main problem was fixed earlier this week but there's a  
couple of little ones left that I'm intending to fix tomorrow. Let me  
know if, after that, you're still having problems.

There's a little "loading ways" message that sometimes appears at the  
top right.  This means "Potlatch has asked the server for some data  
and it hasn't all come back yet".

The problem with duplicate ways in times of server slowness is  
something that TomH pointed out to me the other day (thanks!) and,  
again, one I'm hoping to fix tomorrow.
