The current issue with Potlatch is not that it retries - it doesn't -  
but that it uploads every time you make a change to a way (and then  
deselect it).

This works fine with a nice fast server. However, given a slow- 
running server (which we have at times), sometimes you can trigger an  
upload before the previous upload of the same way is complete. This  
means that the same way can be created twice.

I'm working on a fix for this and hope to commit it to svn later today.
