No, not consistently. Sometimes (as in Charlbury) there's a  
crossroads, or a market square, which is clearly the de facto centre  
of the town. Occasionally there is a "formal" centre from where all  
mileages are measured (in London, it's Charing Cross). But there's  
nothing you could write a rule around.

The Post Office rule wouldn't work because the UK Government's closing  
most of them...
