In the proposal, several people suggested using building:shelter instead of 
amenity:shelter.
So I tried to get a list of all amenity:shelter and one of all 
building:shelter nodes in the planet via the 0.5 API using wget to see which 
one is more widely used, but instead I only got lists of many random nodes.
(I was following the 0.5 API Documentation on 
http://wiki.openstreetmap.org/index.php/OSM_Protocol_Version_0.5 )

What can be done to finish this proposal, its been there for ages...

For the bus stop thing: I think this doesnt need a different tag, its still a 
public hut (or only a roof) providing protection from bad weather.
