as a non native speaker, I cannot comment on it. Finally it's not that 
important which key gets used.

Maybe a cat planet.osm | grep -i shelter | wc -l could shed some light on how 
often it was used. The current germany.osm contains 72 shelters and refuges. 
Seems there are not that many hikers in osm :) .

It's better to have a general tag than none. But if it comes to rendering, it 
may lead to weird results. I'd thus prefer a dedicated tag like 
amenity=shelter for the ones usually spread in woods.
