[OSM-talk] Tool to change tag names in a given area?

Yes, JOSM can change the key and leave the value intact as Mike says.

If the area you're working on is significantly larger than what you
can process with JOSM, then I have a Perl script that can do it and
I'll send it to you on request. (It isn't in SVN yet because it can do
a lot of damage if used incompetently, and I want to at least put in
more checks before I put it in SVN.)
