It's been done before, for NL during the AND import, and for the US
with TIGER. In general you will need some custom code to convert to
OSM format, and then there is a bulk uploader to do the actual upload.
In SVN there is code for converting shapefiles for both these, search
for and_import and tiger. You'll need to work on translation, there is
no standard for these kinds of things...
