Absolutely right.

Decluttering areas is something for the renderer to sort out, not
something to try and embed case by case in the database. With all that
data the renderer should be able to decide what roads to prioritise if
it wants to do this. Also some maps are going to want to prioritise
different properties, so hard coding zoom for some particular
rendering is a bad idea.
