The statement is that there's not a 'develop code, deploy to
dev.openstreetmap.org and ask for testing, then when there is sufficient
testing, deploy to openstreetmap.org' process. In software development,
this would be similar to an "RC", "release candidate" proces, where the
proposed new version is tested by as wide an audience as possible to
find bugs *before* it goes live.
