It's meters.  What backward country uses feet anymore? ;)  (Somewhat 
amazingly, the USGS export was already in meters.)

I had considered this, but thought it might be useful for querying or 
searching purposes.  I figured I'd put it in there to get comments on 
the matter. :)  I'm not attached to it, personally, so I'll consider 
this "one vote against".
