Are we trying to determine if he's genuine and it's worth sending him a
GPSr? (or it is some sort of scam)

It would be sad to lose someone mapping where there is nobody because they
can't afford the basic equipment. But I don't personally have the money to
flutter it away to anyone who asks and figure getting it sent out.
I would suggest for him to contact companies that may be interested in a
free map of his area and/or interested in publicity for such a good deed, to
get some sponsorship from them.
