Ok, here is another problem for a non-native English speaker: I don't
understand the difference between a track and a path at all. Wikipedia
doesn't seem to help either, according to the page for "path", it may
refer to a "track", and "track" may mean "Trail, an informal road or
pathway" ("pathway" being a synonym for "path", I guess...)
Anyway, public access (or not) is generally specified with the "access"
tag (or "motorcar", "horse", etc.) and should IMHO not be implied from the
"highway" tag. (I would assume all roads not tagged with "access=private"
or similar to be accessible by the public.)
