I have only just become aware of the Labels articles on the wiki, they
seem to be the predecessors of tags. The pages (Labels) should
probably be moved to something closer their current name.

Further expansion of
http://wiki.openstreetmap.org/index.php/Highway_tag_usage   may also
be useful.
