I would be very much for that approach.
I would like to have nodes and ways only describe the geometry of
objects. IMO nodes should have only 2 properties (lat & lon) and
maybe altitude. Ways should only reference nodes. All metadata
should be capured in relations.
Then one would create a way for each stretch of road (, path,
whatever) and then create a bridge object that references the ways
forming the bridge and a highway object referencing all the ways that
make up that highway and so on.
I consider this much cleaner than having tags at all levels in the
object hirarchy. And it makes it much easier for different objects to
share the same nodes/ways. It would be very easy for a post box, a
phone booth and the town centre to share the same node without tagging
conficts.
