Well JOSM definitely since it never gets nearer the network than  
calling "openConnection" on an URL object, i.e. everything is down to  
the JDK, and AFAIK this supports IPv6 since 1.4.

The tiles at home client depends on the LWP library for its networking  
so if that does IPv6, so will t at h.

But I have never tried and must admit that it isn't my #1 priority  
right now ;-)
