Hmm, IMO it would be better to start a lot sooner than that.  I don't
know if highways are significantly denser in the UK than the US, but
around here at least the highways leave plenty of room for labels.

IMO, even secondary refs should start at zoom 11.  primary at around 10,
and motorway and trunk up at 7 or maybe even 6.
