Ideal would be a smart algorithm, dependent on the surrounding street
density. So that also the refs of tertiary streets are rendered in level
ten when there are no other features near by.

In Iceland for examples some very prominent tracks (through highland)
should be displayed (and labelled) when the whole island is filling the
screen. Whereas it's not necessary to show all the Labels of the primary
and secondary road in the capital area.
