[OSM-talk] Italian populated places, ready to upload!

After the discussion on the list, I'm ready to upload about 8000 
points of Italian populated places: principal town of region, 
province and commune.

I will upload one region at time, starting from Tuscany.

We'll get about 300 duplicated places. I think that the hassle is 
worth. I will resolve duplicates for principal towns of region 
and province.

I will use a minimal tagging schema: there is not yet a wide 
consensus about it. "place" and "population" tags will be used 
for rendering, "name" for seraching.

I will put other information in "is_in" tag, the only one that 
seems gained some consensus. I will use the schema 
is_in='Province, Region, Country':

I will use the international country name, because I think is 
most useful for the international user.

The tag "gfoss_id" will keep a link with the geodati.gfoss.it 
database, so that any further automatic elaboration will be 
possible.

The first upload is planned in the afernoon (Italian time).
