I would be happy with amenity=car_share , and include the name of the 
operator as name, or operator tag. This would be important because 
generally because you need to know which company a car_share belongs to, 
either to decide which one to join to take advantage of the nearest car 
share location, or for existing members.

Regarding highway vs amenity, it just gets confusing, as bus stops are 
included in the highway tag. That raises some fundamental questions, as 
should the highway class only represent physical infrastructure , and 
would a bus stop, or car share location be regarded as a service and be 
seperated?
