I was thinking about this a few days ago, since the TIGER data
conveniently has administrative boundaries in it, and it would be cool
to import those all:
http://www.census.gov/geo/www/cob/

We could just use a relation that contains the node and the way.  I
don't know what the tagging should look like though.
