This gets into the "Is correct topology more or less important than 
accurate location?" argument.  IOW, physical property vs legal property.

You should tag both.  It's one physical way, with two oneway 'sub-ways' 
on it.  Either define a "superway" & relations, or tag it like the 
uncorrected TIGER data does - separated=yes|no.

IMHO, of course.  Do what you want.
