People have reported that this happens when you (e.g.) select three
objects in JOSM where one of which has a certain tag, say
"highway=primary"; JOSM displays "highway=different", you change that
to "highway=primary" for all three - then JOSM will upload all three
as changed, despite the fact that only two have changed.
