route= could be used now.  Utilising relations looks interesting as other posters have commented.  The UK-derived ncn/ncn_ref rcn/rcn_ref lcn/lcnref system for cycleways seems to be working; I've been able adopt it here in Sweden with no problem.  How about an exact footpath analogue?  nfp/nfp_ref rfp/rfp_ref lfp/lfpref?
