I assume they're talking about GeoBase (http://geobase.ca/) which is
not exactly news as it was discussed some months ago I believe.

The main problem is that it requires attribution. Somebody did contact
them to ask about waiving that requirement but apparently the data came
from all sorts of other agencies so GeoBase were not in a position to
make any exceptions.
