I don't consider it to be a rough draft layer.  However, thank you for
sharing your opinion.

The point I just made was that it is a trust mechanism.  Maps are not like
Wikipedia articles in this respect.  You don't use Wikipedia articles to
navigate down long country lanes in the dark in the expectation that there
will be a bridge at the end.  People need tools and mechanisms that help
them to trust the maps we make.

If I can see that the map of a small town in the middle of North Dakota was
created by someone who actually lived there then I'm more inclined to trust
it than if I see that it came from some faceless Government TIGER database.
